Fairfax County’s plan to overhaul its trash collection system has sparked a fiery debate, leaving many wondering: Is this a step toward efficiency or a threat to the competitive market that’s been working for years? Trash collectors across Northern Virginia are pushing back against the county’s proposal to centralize residential waste management, arguing that the current system—where residents can choose between private firms or opt for government service—is already delivering results.
At a recent forum hosted by the Department of Public Works and Environmental Services (DPWES), industry leaders made their case. Phillip LeMaster, founder of Garby Disposal Services, emphasized that the competitive market has driven down prices and improved services. ‘We’ve proven ourselves over time,’ he said, highlighting how consumer choice has been the driving force behind innovation. Dan Ciesla of Republic Services echoed this sentiment, stating, ‘Competition drives accountability—something a government-run system might struggle to match.’ But here’s where it gets controversial: While county officials argue that a unified system will provide better oversight and consistency, critics worry it could stifle competition and leave smaller haulers out in the cold.
The county’s push for change began in 2022, following a surge in missed pick-ups during the pandemic and the unexpected bankruptcy of a private hauler. In late 2024, DPWES announced plans to adopt a ‘unified sanitation district’ model, similar to Arlington’s, where the government hires contractors for assigned neighborhoods and charges an annual fee with no opt-out option. But is this model truly the solution, or could it create more problems than it solves?
After an initial round of public outreach, the Fairfax County Board of Supervisors hit pause in August, recognizing the need for more input. The Jan. 21 forum with waste collectors and an upcoming online meeting with homeowners’ associations are part of this effort. ‘We’re here to listen,’ DPWES Director Christopher Harrington assured, promising to deliver feedback to the Board for a more informed decision. Yet, participation in a pre-meeting survey was low, with only nine out of 26 licensed firms responding—a detail that raises questions about engagement levels.
Industry representatives like Tad Phillips of the Virginia Waste Industries Association urged the county to focus on ‘partnership, not mandates,’ warning against disrupting a system that’s already working. Smaller haulers fear being squeezed out of large-scale government contracts, and LeMaster stressed they’d expect fair compensation if excluded. Meanwhile, Arlington’s recent contractor change in mid-2025 serves as a cautionary tale, with residents experiencing delays and disruptions.
